      Description

      The blazegraph SPARQL QUERY and SPARQL UPDATE parsers both rely on a connection to the database to resolve RDF Values to IVs. Further there are some checks made by the parser with respect to the mode (triples, sids, quads) of the target namespace. These things should be done after the AST has been generated so the parsers may be used without a database connection.

      This issue shows up with the inability to parse blazegraph syntax exceptions in the client without creating a local store (which is just used to fool the parser). The issue has also come up in the context of the parser being aware of the GRAPH keyword and on the developers list.
